I couldn't find a spec sheet, though I didn't look all that hard, I just connected this to my analyzer and as you can see in the analyzer plots which have a 1 dB per division scale, it's doing really good up to 12 GHz, and then it has a 1.2 dB peak, and then a 2.5 dB drop off around 18.

You can make the C positive if you prefer, there are no suppression diodes (yes, I tested that also). The cable from the higher fequency analyzer is very fat and so it's hard to connect, the lower frequency was just a lot easier to work with and one test is sufficient to verify that these are DC to 18 GHz parts (and yes, I checked DC too on each port of each unit).
